The Skills Revolution - Artisan training – Are we making progress?

The Centre for Development and Enterprise (CDE): The Skills Revolution – are we making progress? Skills Revolution - Artisan training South Africa suffers from a declining and aging artisan workforce. In 1975, 33 000 apprentices were registered in South Africa: by the year 2000 there were only 3 000; The average age of artisans is 54 years: in terms of one estimate, 70 per cent of current employed artisans will exit the labour force over the next five to six years; JIPSA’s research estimates that South Africa currently produces about 5 000 artisans a year, which will have to rise to 12 500 a year for the next four years to meet demand for a projected increase of 30 000 over the period 2007 to 2010. The apprenticeship system was associated with the apartheid workplace, and after 1994 many in government felt that artisan skills would be of little importance in the skills base of the ‘new economy’ which was to emerge. Out of a desire to reach employment equity targets and address ...

The Herald Online **News** AFTER a two-decade battle, a Port Elizabeth entrepreneur‘s award-winning instant houses have finally broken into the local market. Hennie Botes‘s housing moulds – which enable a house to be built in a day – have been sold to developers across the world. The concept has also won a subsidy housing merit award at the Innovation Housing Competition sponsored by the National Homebuilders Registration Council and Absa Bank. But the South African government, with a backlog of more than two million homes, did not buy into the idea. Until now. Eastern Cape Local Government and Housing MEC Toko Xasa has asked that Botes‘s housing moulds, called Moladi, be used to replace six low-cost houses in Uitenhage and Despatch. Xasa‘s spokesman, Phumlani Mdolomba, confirmed the project. “If we like it, we will build about 500 houses using the same technology in the area,” he said. Nelson Mandela Bay local government and housing district director Thembinkosi Myalato said the techn...

A total of 11 531 houses have been identified throughout the province for rectification. Municipalities where these houses have been identified are Nelson Mandela Bay, Ukhahlamba, Chris Hani, Amathole, Buffalo City, Alfred Nzo, O R Tambo and Cacadu. In a programme called “Rectification of Houses”, Housing Minister Lindiwe Sisulu in 2005 requested the provincial housing department to ensure that these houses met the NHBRC‘s technical requirements. “It is against this background that the Eastern Cape provincial housing department, in collaboration with the NHBRC, hereby invites developers and contractors to a briefing session for consideration to pa...

Business Report - Mass housing ready to hit boom times

Business Report - Mass housing ready to hit boom times Pretoria - Despite billions being pumped into the construction of low-cost housing, the backlog persists at close to 2 million units, says Industry Insight, the construction industry information supplier. However, there has been an improvement in the percentage of people living in informal dwellings, according to the firm's fourth-quarter report on the state of the South African construction industry. It says the policies applied so far have not helped the broad mass of people. The housing needs of low- to middle-income home buyers were often ignored by developers in the recent boom period. However, it says the low-cost and affordable housing sector may yet boom while the traditional residential market is experiencing a slump. It says R39.32 billion of the government's R372 billion five-year infrastructure budget was allocated to this sector.Industry Insight predicts that civil investment will rise by an average of 15.6 percent...

The Herald Online **News**

The Herald Online **News** THE provincial housing department is now calling on outside housing delivery stakeholders to come in and assist in a new housing delivery turnaround strategy. Some of the key issues are the retraining of emerging contractors, the development of a policy on these contractors, demand and supply management and the registering of housing delivery associations with the department, the National Housing Building Research Council and the Construction Industry Development Board. These measures are intended to improve housing delivery and product quality. With a total of 484 provincial housing projects, of which only 209 are completed, and 108 others blocked, the provincial housing department faces a mammoth task. Moladi solves key low-cost challenges

Moladi solves key low-cost challenges By Roux van Zyl Business Reporter WHO would have guessed that houses could be exported from Nelson Mandela Bay? Local entrepreneur Hennie Botes, designer and owner of Moladi, has been doing just this for the last two decades, of which five years were spent in Port Elizabeth. Technically speaking he does not export a whole house, rather the means to build a house within one day. The concept is based on casting technology. First a mould is built from plastic shutter panels in the form of the planned house and is then filled up with a light-weight mortar. The mortar takes only one day to dry and is then ready to receive a roof and other finishes like window frames and plumbing. Botes, a tool-maker by trade, started designing the system in 1986. While building a wall at his house he wondered if it might not be possible to cast a whole wall. Botes developed a plastic injection moulded shutter system that was strong enough to handle the pressure of concr...

ArchNet Discussion Forum Forum Top Level Laurie Baker-The father of low cost architecture of India I'm a Habitat for Humanity Int'l (non-profit affordable-housing homebuilder) volunteer in the U.S., and I'm curious what Laurie Baker followers would make of his modern, more commercial "descendants" -- those doing low-cost, high-efficiency housing for a profit. I'm thinking, specifically, of Moladi in South Africa, which employs a re-usable plastic formwork; there's little "cultural life" to the product, but as pure housing, it seems reasonable. SA construction industry will have to double outpuut to meet demand

SA construction industry will have to double output to meet demand The construction industry will have to double its current output of R100-billion a year in order to match public- and private-sector growth targets, Public Works Minister Thoko Didiza said at this year’s construction conference, held in Durban at the end of October. But she added that the development of skilled workers, especially artisans and foremen, needs to accompany expenditure growth in the construction industry.Rodney Milford, of the Construction Industry Development Board (CIDB), said that the overall growth in the construction industry was likely to be between 10% and 20% a year in the short term, and that the industry would need 25 000 additional qualified artisans by 2010.“The industry will be able to deliver up to 2010, but it will be a challenge,” said Milford. “Many are talking about working longer hours.” Key issues identified at the conference that need to be tackled to ensure sufficient skilled labour in...

South Africa tackles social inequities

South Africa tackles social inequities Reconstruction and development Some of the current bitterness stems from the very high hopes generated by the Reconstruction and Development Programme (RDP). Originally launched in 1994 as the ANC's election programme, it then became the centre of the new government's mandate for reform. As defined by then President Nelson Mandela, the RDP encompassed not only socio-economic programmes designed to redress imbalances in living conditions, but also institutional reform, educational and cultural programmes, employment generation and human resources development. The programme, Mr. Mandela said, would be "an all-encompassing process of transforming society in its totality to ensure a better life for all." At first, the RDP had a dual aspect. As a policy framework, its priorities influenced the targeting of donor aid and guided the government's normal budgetary process, leading to significant shifts in how government revenues were ...

The Times - Article

The Times - Article Bay housing department under fire Published:Sep 13, 2007 Nelson Mandela Bay. A damning report by the National Council of Provinces says Nelson Mandela Bay‘s municipal housing department has collapsed as a result of internal administrative problems and lack of capacity to deliver efficient and effective services to the people. The report, to be tabled in Parliament today, says that as a result of the municipality‘s non-delivery there is persistent discontent regarding delays or non-payment of service providers and contractors to the municipality. Sam Mazosiwe, who headed the NCOP delegation that visited the city last month, said the municipality would be closely monitored. The visit was the second by the delegation this year. “There will be a follow-up by the delegation and we will ensure that the municipality is also assisted at provincial level to deal with the challenges. When we inquired about the capacity within the housing department in the municipality, we wer...

Cape Town - As many as 500 000 houses will need to be built annually for government to meet its 2014 target of providing indigent South Africans with housing and do away with informal settlements.
